Hawaii Domestic Pre-Travel Testing & Travel Requirements Until March 25th, 2022 [Updated]

Important Notice! The Hawaii Safe Travels pre-travel program will come to an end on March 25th, 2022

The pre-travel testing and travel requirements will continue to be in effect until the Hawaii Safe Travels Program officially concludes.

While Hawaii welcomes visitors to our islands, it is important to know the pre-travel requirements that must be completed before you make your way to the islands of Aloha.

To ensure a memorable and enjoyable Hawaiian holiday, be sure to go over all of the Hawaii pre-travel requirements before heading to Hawaii.

These requirements are for domestic U.S. passengers only.

Step One: Book your flight

The first thing you will want to do is book your flight on one of the many airlines currently flying to Hawaii.

Double check to see if the airline is offering free changes and/or cancellations since this will come in handy should anything come up before your flight.

Don’t forget that Federal guidelines require that you wear a mask while at the airport and on-board the aircraft to ensure that you and your fellow travelers will arrive into Hawaii safe and sound. (source)

You will also want to check if your airline participates in the Pre-Clear program since this will make your Hawaii arrival process much easier.

Step Two: Sign up for the Safe Travels online program (even if you are vaccinated!)

The state of Hawaii requires all incoming travelers to sign up for the Safe Travels online program.

This digital form will allow travelers to provide their required health and travel information before they arrive at the airport.

You MUST sign up and fill out all of the necessary online forms before you arrive, even if you are vaccinated, or you will have a long screening process upon your arrival into Hawaii.

Step Three (Not Vaccinated): Take a COVID-19 test within 72 hours from the final leg of departure

Travelers who are not vaccinated, but wanting to bypass the mandatory five (5) day Hawaii quarantine, must test negative for COVID-19 with a FDA-authorized Nucleic Acid Amplification Test (NAAT) from a certified CLIA lab.

This test must be taken no earlier than 72 hours prior to your departure for non-stop flights, or the departure of your final leg of your travels for flights with a layover.

Pre-travel testing can only be completed by Trusted Testing and Travel Partners. Test results from providers other than those listed on the Hawaii State Trusted Testing and Travel Partner will NOT be accepted.

Testing options include in-person testing at a clinic, drive-through testing, and video supervised at-home testing.

Make sure that all non-vaccinated travelers in your party, including minors 5 years old and older, are tested.

Antigen and antibody tests will not be accepted.

Do not worry about your Hawaii arrival time. The important thing to check is what time you depart, and for flights with layovers, what time your final leg departs.

Important! You MUST have your negative test result uploaded prior to arriving into Hawaii. If you have not received your test results before your departure and Hawaii arrival, you will need to quarantine for the mandatory five (5) days.

Step Four (Vaccinated): Upload proof of COVID-19 vaccination card to the Safe Travels website

Currently returning Hawaii residents and vaccinated travelers from the mainland U.S. will not need to participate in the pre-travel testing or the five (5) day mandatory quarantine.

You will still have to upload images of your vaccination card to your Safe Travels and fill out all forms properly. Just bringing your vaccination card with you will not be enough. If you do not complete the necessary steps in the Safe Travels account, you will have a long wait to exit the airport while a Hawaii airport screener assists you.

Step Five: Double check your Safe Travels account 24 hours before your flight

24 hours prior to your flight, log into your account and double check that you have a QR code which you can either display on a mobile device, or print up and bring with you on your flight.

Should you have any trouble with the Safe Travels system, you can call the service desk at 855-599-0888 from 10:00AM to 10:00PM HST or visit the FAQ site.

Step Six: Hawaii airport arrival procedures

There are two options that can occur once you arrive at a Hawaii airport:

  1. If your airline participates in the Pre-Clearpre-travel screening, you will skip the post-arrival screening in Hawaii.
  2. If your airline does not participate in pre-travel screening, you will need to go through a screening process once you arrive into Hawaii.

When you check-in for your flight to Hawaii, ask the counter agents if the airline participates in the Pre-Clear program and if you can be screened before boarding. This will include scanning Safe Travels QR Code, and once completed, you will receive a wristband that will allow you to exit any Hawaii airport as per usual.

If your airline does not participate in pre-travel screening at the time of check-in, you will need to go through post-arrival screening once you reach your final Hawaii destination.

While your Safe Travels account contains all of the necessary information needed by the State of Hawaii, additional paperwork may need to be filled out upon arrival.

For non-vaccinated travelers, if you do not receive your negative test result prior to your arrival, you will need to complete the mandatory five (5) day quarantine. This quarantine must be completed even if you receive your negative test result during your quarantine.

Important! You MUST have your Safe Travels QR Code ready to be scanned either before departure or upon arrival into Hawaii.
